WPBL adviser Alex Hugo was interviewed by The Athletic in mid-September, that's the first time I remember reading about the league launching with "at least four teams:"
I'm also not trying to interpret Ashton's fun video super literally. Maybe there are six teams that will play in four cities, who knows! I don't think the post is necessarily a hard confirmation of only four teams.
League FAQ says rosters will be approximately 15 players deep, but I've also read other articles (that I can't recall at the moment) that mention 25. We'll know the full details when they announce it. :)
Was this (the Instagram post) also the first confirmation of only 4 teams? That would make 120 roster spots... unlikely.

I was going more from this instagram post: https://www.instagram.com/p/DPjafYsjf-_/
"which cities will host the first four WPBL teams??"
That feels like significant news buried in an Instagram description.
Oh snap 😱 Good catch! I saw the video but didn’t read the description, haha.
Yeah, that seems pretty definitive.
